The Lords of Middle-earth rules have in the component list ā€œ3 new Companion Cards: Elrond, Galadriel, SmĆ©agolā€. Since I see no rule indicating they are not Companions, and since they are Companion cards, I think the rules support that they are always Companions, just that they are Level 0 Companions except for Combat card effects where VxN6OY1.
